Leave through hole in fence, and go across the street.
You will see a blue ramp to your left.
Use that ramp to jump over the wall that the ramp is facing. The blue ramp is the only way i have found to get in...to get out, you must go to the corner on the opposite side of the park from the blue ramp. There is a pole sticking out of the ground that is bent over onto the wall, and there is a hole in the fence. either jump over the wall, or grind the rail up and over. Carry on going until you reach the top of the stairs you first walk up. You will see a large chunk of concrete ahead of you, with a gap to the left, and a large pink wall to the left of the gap.
